Sure,  it's very possible, and for $10,000 I can even do it for you at 8200 RPM's

Might have a build for you Pman
Mighty Mouse with a 3" stroke fills that bill to a "T"
Rev's are quite high and titanium valves ($2000) plus the heads ($2000) needed here.
and almost half the money is gone,,,
10K sounds like a lot of money, but that lil bit of extra power, adds up real quick
but it can be done

I'd probably eat off it. Sharp engine bay overall.    Heads do help the look!
