Strange Chrome pipes under the Rocker panel

I have a couple of pictures of a Chevelle that I am considering buying. These specifically show chrome pipes running along side the rocker panels. I'm pretty sure it isn't exhaust as one of the pics shows the exhaust separately. Anyone know what they could be? I'd paste the pics in this post if I knew how. Either I can't or it's beyond me because I tried.

Probably just decorative side pipes.

they are side pipe probably has cut outs that run the exhaust through the mufflers and out the back until you switch them (by hand, lever, or electronicaly) to exit the side pipes for when you want the rumble.
