all good options the vortec heads are a smart design , they promote less detonation and more power , very good option. the downside is the intake bolt pattern.
you could get some pro comp aluminum heads for 500-600 bucks assembled on ebay , these heads are the best bang for the buck , and you can port and polish them in the future. the plus side is you could find an edelbrock (rpm) intake on the forums or ebay for under $100 dollars im sure. then you can slap a 268 comp cams or smaller without worring about a stall converter or too much lift. also the cranks from eagle and scat can be found for under $200 , just check ebay , summit , and jegs.

I would use the vortec's over those pro comp heads and a lunati cam like P#00011LK or 00017LK.
Horsepower sells Engines and torque wins races.

cant beat the vortec bang for your buck, they give you so much streetable torque for the price.

The vortec heads are great for the money and for someone who wants to upgrade for a budget street engine
