Stock 1987 GM V6/90* 4.3, Wants more HP !!!

As the title states, what can I do to get more horsepower from this stock 1987 GM V6/90* 4.3 with Rochester 220 TBI ..?? The only thing is that I live in California, so I also have to stay smog legal .!!. Also I have a TH200-4R, the question is, should I rebuild the TH200-4R with performance parts or replace it with a TH400 ...?? So any knowledge welcomed, Thank You ....
