I HAVE A 82 MONTE CARLO WITH THE ORGINAL PAINT ON IT...THE PAINT IS ALL BURNT AND CRACKT...DO I HAVE TO SAND IT DOWN ALL THE WAY TO THE METAL OR CAN IJUST GIVE IT A GOOD SAND DOWN...

Sand it down to the bare metal.  
Horsepower sells Engines and torque wins races.

WHAT GRADE OF SAND PAPER SHOULD I USE FIRST...IF I WANT TO SAND IT DOWN TO THE METAL

You might want to look at soda blasting the car. Sanding the whole car down to bare metal will take forever. You can rent or hire a soda blasting outfit to come strip your car in a day, and the soda material is environmentally safe so clean up is easy.
