Advance not working

I have a newly built 388 stroker built in a 1993 caprice block with a bored out TBI system.  It runs out of zip and starts missing at 4000 rpm.  It looks like I am only getting 5-10 degrees of advance when the advance wire is hooked up and I crack the throttle.

I have a custom chip that should be correct with this set up

Where should I look for my missing advance?

Cracking the throttle? Total advance is measured by holding the engine at whatever rpm the advance is 'all-in' by.
