LOW VOLTAGE AT THE COIL

I have a 1970chevelle SS396{L34} I replaced the points with a Electronic Pickup kit.  The engine is hard to stars but runs great.  I only have 8Volts at the coil during the start-up.  The instructions in the kit said I should remove a Resistor in the start circuit so I could get a full 12volts during start.  Where do I find that Resistor.  My shop book was know help....

The instructions are talking about the ballast resistor, it's the white ceramic piece mounted to the firewall near the distributor. It'll have a wire on each end.
