454 Valve Adjustment

I am trying to adjust these valves for the first time and would appreciate any help. I have hydraulic lifters. The rocker arms consist of a bolt, and a half round washer. I was told to click over the motor until the exaust valve (no. 1 cyl) just starts to open and then loosen the intake rocker arm assy and tighten it while spinning the rod until I feel slight tention, and at this point to tighten another 1/2 turn. When I try to tighten any more the bolt bottoms out, is this normal? Any suggestions on where to go from here would be helpful. Thank you!!!

why are you adjusting them?  did you change heads, manifold, cam, lifters, etc.?  push rods are diffent lengths, are they installed correctly?  normally they should have tons of adjustment, this concerns me because you only need 1/2 turn at most...

easiest way for me to adjust is, TDC compression on #1 then adjust both in, exh valve at same time, when done rotate engine 90 degrees (correct engine rotation)do the next cylinder in firing order both in, exh and when done rotate 90 degrees and do the next one on through the firing order...
