I have a 1970 283ci stock motor sitting in my garage. I would like to build this motor to but a good amount of power to the pavement but nothing crazy. I was wondering what u guys think would be my best choice for a set of heads. Also any other performance pieces that you believe will give me good bang for my buck horsepower because I am on a limited budget to get the motor put together. Thanks

The easiest way to make more power (and you don't want to hear this) is to go w/ a bigger engine. Now that thats out of the way... What are you putting the engine in? If its heavier than about 3400#'s its going to have its work cut out for it. On the cheap side consider some vortec heads and a comp XE cam, probably in the 262 size. You won't need 1.6 rockers but you will need long slotted ones. If you can get your hands on some L98 heads(zz4) they will bring the compression up w/ the 58cc chambers and flow pretty good. They'll run about $4-500 used. An edelbrock RPM air gap style intake would probably be best and a set of small primary headers, nothing extravagant since the short block is probably stock and won't want to see high RPMs.
You'd be lucky to get over 350hp out of it on a budget though.

Depending on what you're putting the motor in, a well built 283 can make enough power for a fun cruiser.
Headwise, what does the motor have on it now?
Aluminum heads are cheap these days, I'd recommend looking into a new set of heads from RHS. You can get a good pair of equipped small block heads for well under $1000. If you can't afford new, see if oyu can score a set of used aluminum Corvette L98 heads (L98 equipped C4s, 1985 - 1991). Same head as the ZZ4 head mentioned above. you can usually score these fairly cheap. But when buying used heads you have to figure in the cost of having the heads checked, cleaned, and any repairs that have to be made. In the long run new heads might be cheaper.
Throw in a good hydraulic roller cam, 1:5 ratio roller rockers, good heavywall pushrods. The 283 has a forged crank so you're good there, invest in some good rods, pistons, and quality rod bolts form ARP, and you'll have a pretty good motor. Top that off with an aluminum intake and an Edelbrock Q-jet, you'll be happy.

Don't look at flow numbers and forget about port velocity. If you don't know what I mean do some research on port velocity.Engine Masters magazine has a lot of good info.Rule of thumb. The more airflow you have going thruogh a smeller port=High velocity air flow,=good power. If you want me explain further I can. Also check out RHS and Patriot heads.great products at good prices

I put a set of 264 Edelbrock Performers on my little 327 with 1.6 roller rockers and it screams! I'm sure all the brands are fairly close on money and design so that is up to you as everybody will have a opinion of name brand heads.
